Antonio Labrador Barquilla ha sido nombrado nuevo Presidente de la Asociación Profesional de Detectives Privados de España (APDPE), de la que había sido Vice Presidente bajo el mandato de Francis Cáceres.

En esta nueva singladura, son muchas las incógnitas que llegarán y que el nuevo Presidente tendrá que abordar y resolver con responsabilidad, inteligencia y diplomacia.
Todo un reto tal como está actualmente la profesión de detective privado.

Enhorabuena, señor Labrador, por su nuevo cargo. Por cierto, ¿cómo está la profesión de detective privado en nuestro país en este momento?

Muchas gracias, para mí es un honor poder presidir esta asociación que es la casa común del Detective Privado. Tanto por mi parte, como por parte del resto de la Junta Directiva entrante vamos a tratar de mantener la intachable trayectoria de nuestra asociación.
Por lo que respecta a su pregunta, la situación actual del detective privado está llena de retos, dado que nuestra profesión no es ajena a las circunstancias cambiantes en nuestra sociedad (digitalización, inteligencia artificial, globalización…etc.). La crisis de los sistemas de las sociedades occidentales traen como resultado que los nuevos profesionales debemos estar preparados de un modo holístico y con una continua actualización en el manejo de las nuevas herramientas digitales que tenemos a nuestra disposición. Por lo que respecta a la profesión en nuestro país, por desgracia estamos en un momento de fragmentación del sector, con numerosas entidades que, al contrario de mostrarse unidas para la defensa de los intereses comunes y la dignidad de nuestra querida profesión, van por separado, lo que va en detrimento de la defensa común del sector ante las distintas administraciones con las que tenemos que relacionarnos. Por mi parte mi mayor deseo para este periodo que se abre es que todos vayamos en la misma dirección, tendiendo la mano a las distintas sensibilidades y a todos los compañeros de andadura.

Usted cree en una APDPE fuerte, plural y con visión de futuro. ¿Qué elementos forman parte de esa visión y cómo espera aportar un valor que hasta ahora haya sido diferente de sus expectativas?

Efectivamente, si no creyera en eso no habría presentado mi candidatura. Los ejes básicos sobre los que debe pivotar nuestra asociación, y por ende el sector al que representa son la unidad de todos los compañeros, defensa de la dignidad del Detective Privado ante cualquier institución, y la defensa de la especificidad de nuestra profesión dentro de la legislación vigente. Para ello, ya se iniciaron los trabajos con un documento que debería culminar, y ese es nuestro deseo, en un Estatuto Propio del Detective Privado, para que, con la ayuda, colaboración y consenso de todos los entes implicados (principalmente los Colegios Profesionales de Cataluña, Valencia y Galicia), así como con el impulso decidido de la APDPE podamos, de una vez por todas, tener nuestro más que merecido espacio dentro de la Ley actual 5/2014, de Seguridad Privada. Si somos capaces de llevar ello a buen puerto, todas las expectativas que por ahora son anhelos, se verán cumplidas.

 

 

El centralismo ha sido a veces motivo de alejamiento por parte de algunos detectives de otras regiones. Creo que una de sus ideas es justamente convertir la APDPE en un lugar de encuentro profesional para todos los que ejercen la profesión fuera de la capital. ¿Es así?

Soy de la opinión que todos los compañeros deben tener las mismas oportunidades con independencia del lugar donde desempeñen la profesión. Por ello, desde la APDPE, vamos a tratar de implicar e ilusionar a todos los Detectives de la periferia del Estado, con formaciones, cursos, etc., motivándoles para que puedan desempeñar sus actividades en igualdad de condiciones que los compañeros residentes en las grandes ciudades, sobre todo en la capital, y que no se sientan solos en sus zonas. Vamos a acompañarles de un modo completo y en varias vertientes, dado que las herramientas digitales lo permiten, pero, sobre todo, con la potenciación de la figura del Delegado de la APDPE en la distintas Comunidades Autónomas, al que pueden dirigirse todos los asociados para presentarle sus dudas, temores, intenciones…etc., para que la APDPE esté presente en todos los rincones de nuestra extensa (y en algunos casos vacía) geografía.

Otro de los temas candentes es el intrusismo y las medidas que se deberían tomar. Qué puede aportar su mandato frente a esta competencia desleal?

Este ha sido, es y será unos de nuestros grandes caballos de batalla. La APDPE, como es su obligación institucional, y lo sé porque he formado parte de otras Juntas Directivas anteriores, se muestra implacable con el intrusismo y la defensa de los intereses de sus asociados, venga de donde venga, poniendo todos y cada uno de los casos con visos de veracidad que llegan a nuestros oídos, por diferentes fuentes, en conocimiento de la autoridad competente en este asunto, solicitándoles actualizaciones de cada caso. Es cierto que se puede hacer más en este asunto, y que muchas veces ello está fuera de nuestras competencias, pero no es menos cierto que desde un tiempo a esta parte, y gracias a la implicación de todos, los canales de comunicación están más abiertos, y por tanto la colaboración es más fluida, haciendo que, tanto en este, como en otros temas se esté avanzando de manera adecuada.

 

 

Es tiempo de afrontar nuevos retos y dejar los reproches aparcados. Construir siempre ha sido más positivo que destruir, pero ¿qué va a determinar la nueva singladura de la APDPE en cuanto al futuro de la profesión y cómo recuperar el prestigio de otras épocas?

En primer lugar debo dejar claro que desde esta Junta Directiva, y ya desde nuestra toma de posesión, cualquier reproche ha quedado atrás, si bien esto parece que no puedo hacerlo extensivo a una pequeña minoría que no parece entender que la única manera de construir es que primen los intereses comunes por encima de los particulares. Por lo que respecta al futuro de nuestra profesión, entiendo que la APDPE, como asociación que agrupa al mayor número de profesionales del sector, tiene la obligación de afrontar en primera persona, aunque en compañía de todos, los retos que anteriormente le he comentado, siendo el primordial el conseguir la especificidad del Detective Privado dentro de la legislación que nos regula, y para ello, como ya indiqué, estamos trabajando en un documento de Estatuto Propio, primer embrión que, en el caso de ser autorizado, será consensuado por todos los entes, principalmente con los Colegios Profesionales de Cataluña, Valencia y Galicia. Si conseguimos este más que anhelado objetivo, tengo el convencimiento de que la profesión de Detective Privado estará en disposición de llegar a cotas de prestigio y dignidad entre instituciones y ciudadanos nunca alcanzadas previamente, poniendo al Detective Privado en el lugar que se merece en pleno siglo XXI.

¿Qué le pediría Antonio Labrador, como Presidente de la APDPE, a los asociados y no asociados?

Como anteriormente he indicado, lo que pediría a todos los Detectives Privados es unidad de acción. Entiendo que existen muchas sensibilidades y que nuestro sector es muy complejo, pero entiendo, aunque resulte una frase algo manida, que todo lo que nos une es infinitamente superior a las pocas cosas que nos separan, y que en la mayoría de los casos no son los hechos objetivos, sino los egos los que separan a las personas, y nosotros no somos ajenos a ello. Estoy seguro de que, si caminamos juntos en esta nueva era, el futuro nos deparará grandes logros para la profesión, logros que aún son retos, pero con el apoyo de todos las tornas pueden cambiar.

La formación de Detective Privado había sido un modelo ejemplar para muchos países, pero en la actualidad el nivel ha bajado notablemente. ¿A qué se debe esta carencia de calidad?

Como bien indica nuestro modelo de formación y habilitación existente en España ha sido la envidia de nuestro entorno, y puedo dar fe de ello, ya que he sido testigo directo en diversos foros internacionales, tanto en nuestro país, como en el extranjero, del interés y respeto que suscita nuestro sistema. Ahora bien, de un tiempo a esta parte se ha producido una mercantilización del entorno universitario, lo que ha repercutido en la baja calidad que algunas universidades o centros concertados ofrecen a los nuevos profesionales, que en algunas ocasiones se limitan casi a vender esas titulaciones. Desde la APDPE una de nuestras reivindicaciones es la de estardarizar y homogeneizar la titulación del Detective Privado en todo el ámbito universitario, así como que ello culmine en que los estudios que permitan la habilitación constituyan un Grado universitario, lo que redundaría en una calidad más que evidente. Para ello estamos teniendo reuniones al más alto nivel, tanto con los entes educativos (Ministerio de Educación) y universitarios, en lo relativo a la formación teórica, como con el Ministerio de Interior para la formación práctica de los nuevos profesionales.

El colectivo parece que da la impresión de ir a diferentes tiempos en las distintas regiones y una posible Federación que integrara Colegios y Asociaciones podría quizás ser una fórmula interesante para convertirla en realidad. ¿Se lo ha planteado alguna vez?

Como he dicho anteriormente, para que nuestra profesión de un paso adelante debemos caminar todos unidos. La idea que tenemos para unificar el sector en la APDPE pasa por la creación de más colegios profesionales que aglutinen a los Detectives, si bien la idea de federación que englobe a la mayoría de los profesionales también me parece correcta y fortalecería al sector con una voz única para la defensa de nuestras reivindicaciones.

Y para finalizar, ¿cómo ve el futuro de la profesión cuando cada vez hay menos profesionales, alumnos que sacan la titulación y luego han de trabajar en otros sectores porque no se ganan bien la vida y no existe el orgullo de sentirse parte de una extraordinaria profesión, aún desconocida para una inmensa mayoría?

Yo soy una persona optimista, y veo el futuro de la profesión de una manera positiva. Tenemos un largo camino que recorrer, pero si lo hacemos unidos y ponemos todo nuestro empeño podremos conseguir que donde ahora hay titulaciones vacías existan unos estudios llenos de vida, actualizados y atractivos para los estudiantes que podrán ver en ellos un futuro, donde ahora hay una legislación que nos ningunea y pasa de perfil sobre nuestra figura, tener un Estatuto de Detective Privado que aporte dignidad y seguridad jurídica a nuestra querida profesión, y donde ahora hay desconocimiento y suspicacia por parte de instituciones y ciudadanos, tengamos comprensión y reconocimiento a nuestra labor como herramienta indispensable para el sistema de justicia. Como digo el camino es largo, pero está en nuestra mano conseguir nuestros objetivos, y no solo por nosotros, sino que es algo que debemos a los que nos precedieron y merecen los que nos van a dar el relevo.

Antonio Labrador Barquilla, new President of the APDPE

 

Antonio Labrador Barquilla has been appointed the new president of the Professional Association of Private Detectives of Spain (APDPE), of which he had been vice president under the presidency of Francis Cáceres.

In this new venture, there are many unknowns that will arise and that the new President will have to take on and execute with responsibility, intelligence, and diplomacy.
This is quite a challenge, given the current state of the private detective profession.

Congratulations, Mr. Labrador, on your new position. By the way, how is the private detective profession doing in our country at the moment?

Thank you very much. It is an honor for me to preside over this association, which is the common home of private detectives. Both myself and the rest of the incoming Board of Directors will strive to maintain our association’s impeccable track record.
With regard to your question, the current situation for private detectives is full of challenges, given that our profession is not immune to the changing circumstances in our society (digitalization, artificial intelligence, globalization, etc.). The crisis in Western societies means that new professionals must be prepared in a holistic way and continuously update their skills in the use of the new digital tools at our disposal. As far as the profession in our country is concerned, unfortunately we are currently experiencing a period of fragmentation in the sector, with numerous entities that, instead of joining forces to defend the common interests and dignity of our beloved profession, are going their separate ways, which is detrimental to the common defense of the sector before the various administrations with which we have to deal. For my part, my greatest wish for this new period is that we all move in the same direction, reaching out to different sensibilities and to all our colleagues along the way.

You believe in a strong, pluralistic APDPE with a vision for the future. What elements are part of that vision, and how do you hope to contribute value that has so far been different from your expectations?

Indeed, if I did not believe in that, I would not have submitted my candidacy. The basic pillars on which our association, and therefore the sector it represents, must be based are the unity of all colleagues, the defense of the dignity of private detectives before any institution, and the defense of the specificity of our profession within current legislation. To this end, work has already begun on a document that should culminate, and that is our desire, in a Statute for Private Detectives, so that, with the help, collaboration, and consensus of all the entities involved (mainly the Professional Associations of Catalonia, Valencia, and Galicia), as well as with the decisive support of the APDPE, we can, once and for all, have our well-deserved place within the current Law 5/2014 on Private Security. If we are able to bring this to fruition, all the expectations that are currently just hopes will be fulfilled.

 

 

Centralism has sometimes been a reason for some detectives from other regions to distance themselves. I believe that one of your ideas is precisely to turn the APDPE into a professional meeting place for all those who practice the profession outside the capital. Is that correct?

I am of the opinion that all colleagues should have the same opportunities regardless of where they practice their profession. Therefore, at the APDPE, we are going to try to involve and inspire all detectives in the periphery of the state, with training, courses, etc., motivating them so that they can carry out their activities on an equal footing with their colleagues living in large cities, especially in the capital, and so that they do not feel alone in their areas. We will accompany them in a comprehensive manner and in various ways, given that digital tools allow us to do so, but above all, by strengthening the role of the APDPE Delegate in the different Autonomous Communities, to whom all members can turn to present their doubts, fears, intentions, etc., so that the APDPE is present in every corner of our extensive (and in some cases empty) geography.

Another hot topic is professional intrusion and the measures that should be taken. What can your mandate contribute to combating this unfair competition?

This has been, is, and will continue to be one of our main battlegrounds. The APDPE, as is its institutional obligation, and I know this because I have been a member of previous Boards of Directors, is relentless in its fight against intrusion and in defending the interests of its members, wherever it comes from, bringing each and every case with a semblance of truth that comes to our attention, from different sources, to the attention of the competent authority in this matter, requesting updates on each case. It is true that more can be done in this area, and that this is often beyond our powers, but it is also true that for some time now, thanks to everyone’s involvement, the channels of communication have been more open, and therefore collaboration is more fluid, meaning that progress is being made in this and other areas.

 

 

It is time to face new challenges and put reproaches aside. Building has always been more positive than destroying, but what will determine the new course of the APDPE in terms of the future of the profession and how to regain the prestige of former times?

Firstly, I must make it clear that since this Board of Directors took office, any reproaches have been left behind, although I cannot extend this to a small minority who do not seem to understand that the only way to build is to put common interests above individual ones. As for the future of our profession, I believe that the APDPE, as the association that brings together the largest number of professionals in the sector, has an obligation to tackle the challenges I mentioned earlier head-on, although in partnership with everyone else. The main challenge is to achieve the specificity of the private detective within the legislation that regulates us, and to this end, as I already indicated, we are working on a document setting out our own statute, the first draft of which, if authorized, will be agreed upon by all the relevant bodies, mainly the professional associations of Catalonia, Valencia, and Galicia. If we achieve this long-awaited goal, I am convinced that the profession of private detective will be able to reach unprecedented levels of prestige and dignity among institutions and citizens, placing private detectives in the position they deserve in the 21st century.

What would Antonio Labrador, as President of the APDPE, ask of members and non-members?

As I mentioned earlier, what I would ask of all private detectives is unity of action. I understand that there are many sensitivities and that our sector is very complex, but I also understand, even if it sounds like a cliché, that everything that unites us is infinitely greater than the few things that divide us, and that in most cases it is not objective facts but egos that separate people, and we are no strangers to this. I am sure that if we walk together in this new era, the future will bring great achievements for the profession, achievements that are still challenges, but with everyone’s support, the tide can turn.

Private detective training had been an exemplary model for many countries, but today the standard has fallen significantly. What is the reason for this decline in quality?

As our existing training and qualification model in Spain has been the envy of our neighbors, and I can attest to this, as I have witnessed firsthand in various international forums, both in our country and abroad, the interest and respect that our system arouses. However, for some time now, there has been a commercialization of the university environment, which has had an impact on the low quality that some universities or subsidized centers offer to new professionals, who in some cases are limited to almost selling these degrees. One of the APDPE‘s demands is to standardize and homogenize the Private Detective degree throughout the university system, as well as to ensure that the studies leading to qualification constitute a university degree, which would result in a more than evident improvement in quality. To this end, we are holding meetings at the highest level, both with educational bodies (Ministry of Education) and universities, regarding theoretical training, and with the Ministry of the Interior regarding the practical training of new professionals.

The collective seems to be moving at different speeds in different regions, and a possible federation bringing together professional associations and societies could be an interesting way to make this a reality. Have you ever considered it?

As I said before, for our profession to take a step forward, we must all walk together. Our idea for unifying the sector in the APDPE involves creating more professional associations that bring together detectives, although I also think that the idea of a federation that brings together most professionals is a good one and would strengthen the sector by giving it a single voice to defend our demands.

And finally, how do you see the future of the profession when there are fewer and fewer professionals, students who graduate and then have to work in other sectors because they don’t earn a good living and there’s no pride in feeling part of an extraordinary profession, still unknown to the vast majority?

I am an optimist, and I see the future of the profession in a positive light. We have a long way to go, but if we do it together and put all our effort into it, we can ensure that where there are currently empty degrees, there are vibrant, up-to-date, and attractive studies for students who will be able to see a future in them. Where there is currently legislation that belittles us and overlooks our profession, we can have a Statute for Private Detectives that brings dignity and legal security to our beloved profession. Where there is currently ignorance and suspicion on the part of institutions and citizens, we will have understanding and recognition of our work as an indispensable tool for the justice system. As I say, the road is long, but achieving our goals is in our hands, and not just for ourselves, but something we owe to those who came before us and something that those who will succeed us deserve.

PROFESSIONAL EXPERIENCE

He has been working as a private investigator since 1985, in agencies in Madrid, Valencia, Extremadura, Marbella (Malaga), and Santa Cruz de Tenerife (Canary Islands, Spain), having carried out work for practically all national insurance companies, mutual insurance companies for work-related accidents and occupational diseases covered by Social Security, as well as for the most representative companies at the regional, national, and international levels, providing services in Portugal, the United Kingdom, the United States (Miami), Germany, the Czech Republic, Romania, France, Russia, the Netherlands, and South American countries such as Puerto Rico, Colombia, and Brazil, among others. He enjoys great professional prestige within the private investigation sector.
He is licensed by the Spanish Ministry of the Interior to practice as a private detective with TIP No. 2013.

He has access to the most advanced knowledge in the sector, both technologically (state-of-the-art computer procedures, image capture and reproduction procedures, etc.) and technically, as well as experience in surveillance operations that give him extensive experience spanning 40 years in the profession.
Since 2006, he has been the sole administrator and manager of the company DETECTIVES PRIVADOS Y MERCANTILES INPLA, S.L.U., which has all kinds of technological equipment at its disposal (cameras, a fleet of vehicles fully adapted to any eventuality that may arise in the services to be performed, computer equipment, its own offices for carrying out all the procedures complementary to the investigations, etc.) as well as the legal and technical advice of the rest of the staff working for the company (law graduates, detectives, criminologists, psychologists, linguistic specialists in languages such as English, German, or Portuguese, etc.).
He has been awarded the MEDAL FOR PROFESSIONAL MERIT by the A.D.P.C.I. (Association of Graduates and Professionals in Criminology and Investigation) for his more than 25 years of professional service.
He also holds the CROSS FOR PERSEVERANCE from the A.D.P.C.I.

He has been a member of the A.P.D.P.E. (Professional Association of Private Detectives of Spain) since 2011, from which he has also received the MEDAL FOR PERSEVERANCE, and in which he currently holds the position of President.
